The heavy rain has ended. Flooding is no longer expected to pose a 
threat. Please continue to heed remaining road closures. If more 
heavy rain occurs additional flash flood warnings may be issued.

A Flood Watch remains in effect until 1100 AM EDT for portions of 
east Tennessee and southwest Virginia.

...FLASH FLOOD WARNING REMAINS IN EFFECT UNTIL 10 AM EDT THIS 
MORNING FOR CAMPBELL, WEST CENTRAL CLAIBORNE AND SCOTT COUNTIES...

At 656 AM EDT, Doppler radar indicated heavy rain across the warned 
area. Between 1 and 4 inches of rain have fallen. Additional 
rainfall amounts up to 2 inches are possible in the warned area. 
Flash flooding is ongoing or expected to begin shortly.

HAZARD...Flash flooding caused by heavy rain.

SOURCE...Radar.

IMPACT...Flash flooding of small creeks and streams, urban areas,
         highways, streets and underpasses as well as other poor
         drainage and low-lying areas.

Some locations that will experience flash flooding include...
  La Follette, Oneida, Jacksboro, Huntsville, Helenwood, Jellico, 
  Caryville, Winfield, Royal Blue, Elk Valley, Norma, Ketchen, 
  Smokey Junction, Cove Lake State Park, Slick Rock, Indian Mountain 
  State Park, Robbins, Fincastle, Elgin and White Oak.

This includes Interstate 75 in Tennessee between mile markers 131 
and 161.

PRECAUTIONARY/PREPAREDNESS ACTIONS...

Turn around, don't drown when encountering flooded roads. Most flood 
deaths occur in vehicles.

Be aware of your surroundings and do not drive on flooded roads.

Flooding is occurring or is imminent. It is important to know where 
you are relative to streams, rivers, or creeks which can become 
killers in heavy rains. Campers and hikers should avoid streams or 
creeks.
